As soon as it skips threads or asks you to press. A blunt blade forces you to lean on it, which is the real danger.

How do I cut several layers?

Rotary, a heavy ruler held firmly, and no more than a few layers at a time. Beyond that the layers shift.

Does a self-healing mat repair itself?

The cuts close partly, provided you vary the cutting zones. Always cutting in the same place grooves it permanently.

Can sewing shears be sharpened?

Yes, by a professional sharpener, several times over. That is what justifies buying a good pair.
