A needle is changed often and one is always missing. An assortment stops a project because the right size is not there.
The needle number corresponds to the diameter: the higher it is, the more thickness the needle goes through without bending.
Too thick a needle leaves a visible hole in a silk or a voile. Here the small number is a necessity, not a refinement.
