Only if you want automatic, repeatable embroidery from a digital file. Almost everything else people mean by machine embroidery can be done on an ordinary machine.
What an embroidery machine does. It holds the fabric taut in a hoop, moves that hoop under the needle according to a design file, and stitches the design by itself, stopping at each colour change for you to re-thread. The hoop moves; you do not. That is the whole difference, and it is why the results are repeatable — the same file makes the same design every time.
What it does not do. It does not improve your sewing. And on a combination machine you cannot sew and embroider at once — the embroidery unit goes on and comes off, which takes time and discourages switching mid-project.
The alternatives. Free-motion embroidery on any machine that will drop its feed dogs, which is a hand skill and looks hand-made because it is. Built-in decorative stitches for borders and edges. And hand embroidery, which needs no machine at all.
The costs beyond the machine. Stabiliser for every job, and the right type for the fabric. Hoops. Embroidery thread and bobbin thread. Design files. Digitising software if you want to make your own designs, which is both a separate purchase and a separate skill with a long learning curve.
Two constraints to check first. Hoop size limits design size, and designs cannot simply be scaled. File format is machine-specific.
Buy one when you have a specific, repeated need — names, logos, sets of gifts, a small business. Buying one to find out whether you would enjoy embroidery is an expensive way to answer the question.

Can I use one embroidery machine for sewing too?
Combination machines do both, one at a time. Dedicated embroidery machines do not sew ordinary seams at all, which is worth confirming before buying.
Do I need digitising software?
Not to stitch designs other people have made, which is what most owners do. Only if you want to create your own from artwork.
